We believe that people should be involved in running their communities. We will at all times defend the right to speak, write, worship, associate and vote freely, and we will protect the right of citizens to enjoy privacy in their own lives and homes. We similarly commit ourselves to the promotion of a flourishing system of democratic local government in which decisions are taken and services delivered at the most local level which is viable. Setting aside national sovereignty when necessary, we will work with other countries towards an equitable and peaceful international order and a durable system of common security. 2. We believe there should be a full and independent public inquiry into allegations of British government involvement in torture. We also want to impose tough rules on corruption and arms sales 3. International - The EU - To meet the challenges of economic globalization, international terrorism and climate change, we must work effectively with our partners in the United Nations, the European Union, NATO and the WTO. 4. The Economic Crisis - Financial Stability Programme - So we will get wasteful government spending under control and give the economy a boost by cutting taxes for people from the bottom up. We want to strengthen the economy by requiring the Bank of England to take house prices into account when setting interest rates and we will effectively regulate the banking system to prevent irresponsible lending and business practices. 5. Health Care and the NHS - Liberal Democrats believe that patients must come first and that services will improve if local people have a say in how the NHS is run. We believe access to personal care should be based on need not the ability to pay. 6. Immigration - Liberal Democrats embrace and celebrate a diverse Britain. 7. Education - We will aim to cut class sizes, set teachers free to spend more time in the classroom and raise standards in every school with more money for things like one to one tuition and classes in the evenings. In Government we are delivering on our commitment for a fully funded pupil premium, through which we will spend an extra £7bn on giving the poorest children a better start in life. Liberal Democrat party policy remains to phase out tuition fees, but in the circumstances of the coalition that was a policy we could not deliver. 8.
